A SignerListSet txjson putting the account under N-of-M control. On its own it does NOT stop the master key from signing alone. With disableMaster=true it is THREE signed steps — signer list, remove any regular key, then disable the master key — after which multi-signing is the only way to move funds. Unrecoverable if the quorum can't be reached; the paid path forces a confirmation step.
